You might want to repost this in horses.
DId you bring it to the attention of the farrier before the abscess appeared? If so, what was his reply?
Is this a farrier that you use often? If so, how is his work normally? Is it common to have problems with his work or is this really a random thing? If this is random then I'd just take it as sometimes things go wrong. If there are always problems with his work then I may consider asking him to pay...at least for half of the bill.
How is he with your horses? If he's a really good farrier I wouldn't want to ruin my relationship with him. Good and patient farriers aren't always easy to come by.
You have a lot to think about before you make your decision, but please keep the health and well being of your horse your utmost concern.

did he admit to setting the nail to high? if so,, if responsible, he will automatically take care of the bill

sure;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;;; but can u prove the guy did this have a picture of his work???? could take to court but with no proof u will most likely loose if the guy wants to keep doing his job with other people he best do better cuz............... word of mouth could make some one loose alot of clinets.
not to mention the pain he has inflicted on this poor horse who could not tell the fool

However, if what you say is true, certainly your farrier should be responsible for the vet bill.
Get a new farrier too.
