Tool Steel, usually with nickel, Hardened to about Rockwell 58-59.What kind of metal is a nail set made of(carpenter's tool)?
It is an alloy of metal or hard steel. It would be too much work to make a set of nails yourself. and it would cost more than actually buying a box of it.
I think the steel used is heat treated 1018. That is the stuff right off the shelf.. very cost effective, and machinable. So to make your punch set, start with square stock because that forms the head on top. You use a screw machine( cause you are gonna make a million of these things.. turn the thing down to give it it's rounded shape along the axis, don't forget to put that fancy knurling on the side. Part off your piece after 20 seconds and your first one is done. Send the first lot to the heat treater, tell them to give you RC40 and thru harden the parts. There ya go bud.. your very own nail set... and a million little brothers.. your gonna be rich!
Probably hardened steel (they don't bend, but I have broken some).

its up to the manufacture to choose his kind of alloy as there are many kinds in the market,, it just very simple to make that,, you can choose hard stainless steel or brass or normal flexible iron and you need long bars of any alloy you choose with the desirable diameter then put it in cutting machine where this bar can be cut into pieces and made as nails
